Still won't work.
OK, so somewhere in the world a large group is established to distribute all the "email fees". Everyone on the planet who wants to use email has to register. They need to provide details of their financial situation, bank name, account number, etc. They also need to sign a release that says the "large group" can automatically (and without their notification) debit or credit their account for some undefined amount of money. If they're a minor their guardians need to provide their information and accept responsibility for them.

Now, pick your favorite organization to handle this securely. IBM? UNISYS? Honeywell-Bull? HP? Microsoft? SUN? Somebody new located where?

Oh yeah...if they screwup how do I prove it and get reimbursed?
