The problem with micropayments
The problem with any pay-for-email system is that it assumes that there's an end-to-end verification system already in place one level lower that determines whether each e-mail is valid and has been paid for.

If no such end-to-end system exists, then any such payment system can be circumvented.

If such an end-to-end system does exist, then payments are not necessary. Spammers would be loathe to use any system that requires that their e-mails are verified with the actual identity and location of the sender and come from a verifiably legitimate SMTP server.
