Since we're just talking hypothetically
Simply disabling the ability to send to "groups" would make
spam disappear. If ISPs SMTP servers only allowed 1
message per "send" most of the mass e-mailers would have
to spend until the end of time sending spam.

As far as I know, most of the garbage spammers are small
outfits, relying on outside ISPs for mail.

Big, legitimate companies, that pretty much respect
requests to not receive their ads, usually run their own SMTP
servers so I guess they would not be effected.

Again, just speaking hypothetically.
