If you step back a bit the answer seems quite obvious to me. The argument here is the user should, and does have the right to make a copy, archiveal or otherwise, for their own use. Is that not correct?

No, its not correct. Archivism is simply the one fair use right everyone wishes they had when their DVD or CP-CD is scratched beyond playability, but archivism is not the only fair use right! Fair use includes excerpting material for the purposes of critique or education. Fair use includes time shifting, space-shifting and device-shifting. Fair use includes the ability to slice and dice a work, re-edit it and create a parody. There are many more fair use rights, but those are the top ones.

I don't think your proposal addresses those.
