How about this
They pay the website owner the $100 bonus when he passes the first $100 instead. I don't think there can be any website owner unaware of Google adsense now, the reason I think its not carried on many smaller sites is because it just doesn't pay out enough per click to make it worthwhile for low traffic sites.

By paying the $100 bonus they give the webmasters an incentive to stick it out with adsense. Presumably that's what they're after, with all the new PPC engines coming online, they want to lock people in before the competition gets established.
