Each web site owner signs up others, each of them gets say 10 cents/click, click through rate of say 1%, so thats a 100,000 visits per site to earn the $100.

Say there are 1 billion visits/day and most of those are received by the top 4 million sites, thats 250 hits/day average, thats 400 days average to get a payout.

Of course the major sites that receive the bulk of those 1 billion/day visits have their own advertising schemes or are already aware of Google Adsense, so lets say there are only 250 million possible visits to the smaller sites.
(Basically search engine traffic and accidental URL traffic, since these are publishers rather than advertisers).
Then that would be 1600 days to receive a payout of $100.

Hummmm, not exactly likely is it? The cheapest virtual hosting is $30/year, = $131 in hosting costs over those 1600 days.
