Could mean what the article implies, ...
... that Mr. Hovsepian is heir apparent with inheritance soon to arrive.

Or it could mean he's receiving an incentive to stay at Novell even though he cannot assume he will succeed Mr. Messman.

Reading this quote...:

The change describes new benefits he'll receive "in the event that Mr. Hovsepian does not succeed Jack L. Messman as the chief executive officer of Novell" and in the event that he resigns within a year of when Messman ceases to be CEO.

... it seems more like that he's been told that Novell will compensate him financially for not being named CEO.
