The other evident common factor seems to be the philosophy that not only are the interests of individuals properly subordinate to those of the state, but that the wisdom of individuals is invariably inferior -- by definition, if not in fact -- to that of the state. The former gives rise to such travesties as the Patriot Act, the latter to such travesties as "speech codes." Both of these philosophies have at their roots a fundamental institutional contempt for individuals.

Either of these self-serving government philosophies is bad enough alone, but in combination are the stuff of rebellion -- either practice alone doesn't seem to offend a large enough subset of a "typical" population to reach a "critical mass" of discontent, but the union of those subsets may be sufficient.

As to your "liberal - help the little guy" comment, it looks to me like in the 20th century examples you cite, the "liberal" philosophy was more a cynical ploy to achieve popular support than any honest desire to help anyone. I'm not suggesting that's invariably the case -- I'm sure a lot of the "help the little guy" people are sincere -- but as far as I'm concerned the potential for abuse to great to ignore.
