Well, the nice thing about the lottery system is that it would not accept a voting slip unless and until it was correct. But you're correct, the "hanging chad" crowd would happily violate any and all State laws if it would get them a vote.

As to the mandatory voting, I see your point, but I sometimes wonder if it wouldn't be such a bad idea to put a fire under the more lazy. Besides, in a mandatory voting system, they usually allow a "none of the above" choice.

Which means, if we ever go to such a system, I will declare my candidacy for the Presidency right after I change my name to "None of the Above"...
