Yes, it would fragment parties
And I, for one, don't think that a bad thing as long as plurality voting is scrapped, along with party primaries (majority voting has always made much more sense to me). While we're at it, let's make all elections officially non-partisan, so we're not constantly setting up contests between a dominant-party candidate and one or more also-rans. Maybe we could even withdraw official recognition from party caucuses and officers (and require legislative officers to be chosen by secret ballot). Political parties could still function under such conditions, but they'd be strictly private organizations with only as much power as the voters are willing to allow them.

Maybe then people outside of a handful of swing constituencies will actually think they have a reason to vote. What's even better, fewer voters might be torn between competing parties they only half-agree with.

Competition is good!
