Hi, "NonofUrdambiz".

Let me be clear: I don't think the proper OS for such a system is Windows. Ideally, it would be a completely new OS, unpublished, non-commercial, where every 13-year-old with a PC couldn't hack in for fun. This would be an OS essentially for one application only, so you wouldn't need the code to be open in any sort of way. (After all, they don't publish the code that guides ICBMs. This is the level of secrecy the code would need to be secure.)
