The Best Solution
The best solution is to use optical scanners - but here's the twist - have ballots available WEEKS to MONTHS in advance. Imagine picking up a ballot at some government office (post office?) a few weeks before the vote, and having that much time to peruse (muse) over the offerings. Maybe have publically available optical scanners to TEST your ballot to make sure its "good" before you go to vote. On voting day you go in, show your credentials, and then **ZOOM** put your ballot in the machine. Of course, there will be ballots available on-site for procrastinators. Recounts will be a snap, and you have your paper trail. DONE!
