I think this use of electronic voting machines is just a stop-gap measure. The real breakthrough is going to come with Internet voting. If you really want to see participatory democracy, nothing beats letting people vote from their own homes or cell phones. Of course, the servers involved would have to be locked down tight as a drum, but if people can buy over the Internet, and bank over the Internet, there's no reason they couldn't vote over the Internet.
