Perhaps you should re-read my article.
It actually includes paper verification. At two levels. Retaining the "receipt" that has the vote (and, for ease of tabulation, they could even put a bar code at the bottom of the receipt so they can be laser scanned), as well as retaining the actual slip the voter filled out. That way, if there are any questions about the count, the data can be verified rather quickly.

Uh, by the way, we didn't NEED any confirmation that elections are a crap shoot. It's loser in, though - you almost never get the losers out.

As to the percentage you post about the number of people voting, I think you meant 17% of the population, not 17% of the eligible voters. Even so, eligible voters are not necessarily 1) registered voters or, in the case of Chicago, 2) breathing voters.

Personally, I like the Aussie plan - voting is mandatory there. Big fine if you don't vote (unless you've got a good excuse, like death, coma, or TIVO addiction).
