You haven't thought it through...
The only way security cameras can be used to *prevent* an attack is if they are actively monitored. If they are monitored, a blinding light would be akin to a great big RED FLAG. Did you ever think of that?

Now if the cameras are only used to identify the criminals, after the fact, the damage has already occurred.
