That's a felony in Kalifornia.
Laser pointers are fun - cats go nuts chasing the point of light - but intentionally pointing them at people is a no-no in many places. It's a serious felony in Kalifornia, as well no doubt in other places. f'rinstance:

"... man charged with temporarily blinding the pilot and co-pilot of an airplane with a laser beam..." "Federal authorities on Tuesday used the Patriot Act to charge David Banach, 38, with interfering with the operator of a mass transportation vehicle ..."
