I don't think that's intentional
While there is no such thing as bad press a shortage means less sales. So when someone with $300 to spend goes to buy an X-box for thier kids to put under the tree finds no X-box to buy they spend the $300 elsewhere. Once the money is spent it's gone and Microsoft is out a sale. If shortages occur that turns in huge losses for the company. Not a good thing. Turns out to very expensive advertising.
