The worst confusion comes from home users
Who don't fix thier VCR or patch their PC let alone make sure the time works.

I've gotten calls of DST because people don't have that check box marked then they get warnings going off in IE when they go to thier bank site as there is a time differnce.

Another place is monitoring equiment. Simplistic stuff but it won't contact time servers. When that time is out the stats go all funny and some manager somewhere has hissy fit over it. It seems every time change causes this problem on at least on of these devices, too easy to miss one.
