Brief, to keep boredom to a minimum
Every state has its own regulations mandating that additive X and Y be added to the gasoline, that chemical Z cannot exceed a certain concentration, and so on. Some municipalities have their own requirements on top of the state requirements on top of the federal requirements, and most gas stations sell three or four octane grades.

Since the state and local governments can't seem to agree on what gasoline should look like, refineries have to keep switching "recipies" and making sure that the right stuff is shipped to the right areas.

Of course, one famous requirement was the MTBE additive. Congress mandated that gasoline have one of two additives, one being MTBE and the other not being commercially viable when the law went into effect. It has since come to be known that MTBE causes cancer when there are inevitable leaks into groundwater. Class-action lawyers are salivating over the prospect of "defective product" cases, and congress has failed to indemnify the manufacturers for liability stemming from a requirement congress imposed on them.

This may lead to LESS refining capacity as companies find it is no longer cost effective to do business in the US. Liability is precisely why the number of companies selling flu vaccine in the US has dropped to nearly zero... and we all saw the consequences of a small number of suppliers last year.
