This deals with executrives and engineers.
Janitors tend to belong to janitorial companes, thus are not part of the staff but people that come in to do facilities work (they typically work for another company that got the facilities contract). The people that the article are discussing are either high technical skill (engineers, etc.) or high level executives (VP, etc.) In both cases, they may be under noncompete agreements with the companies that they left (or were poached from) but this is a fairly common practice.

When there is a demand for talent at that level, companies tend to go through recruiters that will call the prospective hires (sometimes at the office or via cell) and try and get them to jump (what is called poaching). There is not much demand for low skilled labor (tradesmen, janitors) as anyone can do it. That tends to be low dollar value v. an engineer or executive level employee.

No one would care if you poached someone from the facilities staff (or the company that you contract to do facilities work). That would never make the news (or even this tabloid). It's the people that have high 5 to 6 figure incomes that make the news! Try reading the article again!
