Paper Qualification vs. Actual Qualifications
Ok, I was asking for that by focusing on degrees so much.

But the question still remains: I have a resume on my desk, how can I tell how qualified the person is?

How can I measure the performance of existing workers?

In my opinion, neither degrees nor experience nor certifications accurately measure how well a person will perform in a given job. I know people with no relevant education to their jobs who are extremely good, and ones with flashy degrees who are aweful. It really boils down to (1) how smart are they, and (2) how much do they love technology.

The best way I know of to measure a person is to work with him.

So the only policy I could recommend to an executive is to hire people and burn through them. Heavily reward the performers, shove the others out the door. But very few people can stomach this type of policy, especially among the people who are actually qualified to measure performance.
