Proposition to consider.
When services provided by IT become standardized they can be purchased from a vendor gaining from economies of scale.

This means fewer jobs at companies because they are not needed.

It also means that IT innovation is not expected or encouraged. To create innovations at a single non-IT company would require staff and resources, which would obviate the savings from standardized IT.

Any innovations in software would come from software specialist companies. Users would be buying the finished product.

This is not about users doing their own programming. That's been tried, maybe not well, but it's been tried.
Many people have difficulty using a computer at all. Others woyuld feel diminished admitting that they know something about computers. Others are contemptuous of the use of analysis to make decisions, believing that the most important elements cannot be reduced to things countable.

No, this is about IT being delivered like paper and bottled water and all the other services companies purchase because providing them in-house does not add value.
