What if this just means there's no one left to fire?
Seriously: This counts as good news?

The rate of firing has decreased slightly. The situation must be really bad if this is the best news they can come up with.

The decline has been going on for more than a half-decade now. At this point, we should already be well into the point where the numbers are increasing slightly. If it takes this long for the rate of firing to decrease, will we have to wait until 2010 before anybody can get new jobs again? At this rate, there won't be many left to fire before long.
