Internet, employee chats, personal business...
I didn't see some of the biggest time wasters listed: pointless meeting, drive time for meetings (instead of NetMeeting or such), projects that the employee knows will fail or be cancelled, excessive paperwork, etc.
My old boss would peek into my cube and say "You know you're not supposed to be on the Net, the company discourages it." I didn't bother explaining I was on Oracle.com and Microsoft's SQL pages (I'm a DBA).
