An information service would only provide download capability to their customers. Information is a one way system.

A communication company would offer both upload and download capability. Communication is a two way system.

It appears that the Supreme Court has redefined the word communication.

The postal service is a communication system. It provides for serial two way communication, very similar to a face to face conversation, just a lot slower.

The presence of email makes the Internet a communication system. Any other definition is only a result of active avoidance of reality.
