Third motivation...money?
"There are two common motivations to develop a free program. One is that there is no program to do the job....The other is the will to be free"

Third motivation for writing free software is surely money.

You can't sell software applications, MS would just copy it and bundle it with Windows. But you can give it away and sell services & software around it.

MySQL follows this model for example.

Also by opening the source you're *better than free*. MS bundles a web server as part of its OS, but Apache is open source, hence better pier reviewed and hence less trouble.

A user can use Apache and know they are protected from forced upgrades and any hidden agendas a commercial supplier might have because they have the source and the right to use it freely.

So the open source approach is used because it gives them a competitive advantage over the MS bundled version.

Also I suspect a lot of the early public domain software was commercial software that failed, often for marketing or money reasons rather than technical reasons. People put the ideas into public domain so that others could build on them. No great "free" ideology.

Just a 2 cent opinion.
