TIFF
I concede that TIFF can contain the full information contained in many raw formats. However, there is a problem with TIFF in that anyone can pretty much define their own tags, and thus make it difficult for anyone else to build a reader/editor that can correctly interpret it. TIFF 6 is the standard, but the difficulties I described have caused sub standards such as TIFF/IT to appear.

If you don't believe so, then, by all means, tell me what data is lost simply by storing it in a TIFF file at full resolution at 24 bits per plane and a CIE coordinate of each plane's color?
I have used components with a sensitivity better than 2^64 because 24 bits was much too inaccurate for the task. In order to utilize the information properly, my workgroup came up with our own proprietary format. Granted, most commercial cameras are not going to have that kind of sensitivity due to cost concerns, but some of them may have a 2^32 or 2^48 sensitivity, which TIFF at 2^24 is incapable of supporting. That is where raw formats have it over TIFF.

As a former hardware design type, the output of the ROICs is dependent entirely on the hardware utilized, and the information desired from the sensors. If the engineers were even semi-intelligent, the ROICs are not performing any gain corrections or missing pixel interpolation. That would be an operation performed afterwards. Of course, these being commercial type things, it is possible that what you describe is going on.

And these folks present their work how? If it's a display, monitor, CD or DVD, then who cares about "RAW" data? If they print it in any way, then the "Print" industry is involved - get it?
Print media is pretty much recognized as magazines, newspapers, etc. Basically, what we were talking about is what the photographer wants to use to manipulate a file, not what format the printer wants it in.

Don't get me wrong, TIFF is a decent format, but it's not the be-all and end-all of image formats.
