The article states that they have circumstantial evidence.
Another way fo stating that is it is BS until they can find some actual proof. This is just another fear tactic used by people in the government to help you stay awake at nite. Read the article again and look up the legal term 'circumstantial'.

Terrorism is ths wonderful to make people buy into whatever crap they are selling. The department wants more money, so they are pulling the terrorim card here. It is bogus but many Americans will be suckered into believing it. If youhave not learned this game yet, I feel sorry for you.

In the reported ststements, they have no proof. All they are doing is fearmongering. Read the article again!
