DBMS not already here
Firstly MySQL in its current version is seriously lacking. Difficult to see how anyone could launch a new DBMS product in the 90s without views. Even Access 1.0 had views for heaven's sake. So no, MS SQL Server is more capable.

However any DBMS based on SQL is necessarily severely compromised. MySQL admit as much themselves: http://dev.mysql.com/doc/mysql/en/ansi-diff-views.html, for example.

Oracle have had a product for more than 25 years now and they still can't produce something that can perform adequately with a normalised database design. They admit as much in the documentation for their own applications. Not of course that any of their competition are any better in this respect.
