Yes it could easily allow for off-line applications and subsequent synchronizing of documents/data.
But the more important application would be the exchange of data between say insurance companies.
If you changed carriers, your data could be forwared to the new carrier, no forms to fill out.
Because the data exchange conforms to that industry's standard it is not only easy it basically cost nothing aswell.

This can apply to the supply chain too, or banks etc.
