Microsoft casts out it's line
"Often, nonprofessionals use Web-oriented tools, such as FrontPage or Macromedia Flash, which are suitable for front-end design but not database-driven business applications, he said."

No they (I do myself), use PHP/MySQL, and have been for quite awhile now. Microsoft has missed the boat on this one.

"But some developers have argued that open source and Linux are capturing more attention among new developers and students, due to lower cost and easier availability to tools."

Duh!!

"Microsoft expects the Express version of SQL Server to compete with MySQL"

I don't think so. Lets see what else the story has to say....

"The database will be limited to running on a single server processor, with 1GB of memory and 4GB of storage."

I thought as much. These limits will kill any chance of MSSQL competing with MySQL on the web front. Heck, many DESKTOPS have 1GB of RAM nowadays, and the 4GB limit is rediculous.

"It is really for a data-driven application where you just want a place to put your data in and maybe have it interoperate with (higher-end versions of) SQL Server through replication," Rizzo said.

Translation: It's an extremely stipped down version of an otherwise good product - it's sole purpose being to lock people people in and force them to buy the full version of SQL server.
