OSS serves well for tech segments that:
a) are well established and should become commoditized - why should everyone build the same thing just to have their own version?
b) need more competition with a monopolist that dominates the segment
c) are foundational to next generation proprietary technology...in general, core technologies that could be developed as research, maybe in a university setting, then returned to the public (who helped pay for it) and incorporated into (potentially proprietary) product(s)...sound familiar?
