"What part of Mono can be controlled by Microsoft?"
The .NET framework, which is a huge part of mono project
- compatibility with .NET.
Again are you looking at the language c# vs Java (both as
open as each other - ie closed standards if you want to
maintain compatibility with the dominant supplier) or the
bundled frameworks which are part of the package.
Either way it is impossible to say MS's is as open as java (as
anyone can contribute to the standards process via JCP,
something you can't do with .NET).
The only areas not controlled by MS are openish, eg the
