I believe it's process management.
MySQL uses threads, Postgresql uses processes and heavily too. Threads give a speed advantage, and processes give management and security advantages.

Linux and Windows implement processes differently, so it isn't easy to port from one to the other especially for a program that uses processes in such detail. I also heard there is a Shared Memory issue. Shared Memory wasn't truely supported until Win2000, and even now it becomes a big performance hit for Postgresql.

But, hey, you can always use cygwin to run Postgresql on Windows (it isn't too bad of a performance hit). And there is a native port in the works... was supposed to be out at 7.4, but I don't think it made it.
