well, PostgreSQL for example
is one of the fullest featured SQL database engines around,
far surpassing MySQL's abilities (it's ACID-compliant,
supporting transactions, stored procedures,
subselects, triggers, etc). But it doesn't run natively on
Windows either.

I forgot the specific reason, but it's something about the
way unix-like OS's handles thread forking that Windows
doesn't seem to do as well.

In that case, it's seems like Windows is the 'odd' OS out
there.
