This is not very clear.
It's not very clear exactly what this Portland does. It's not a replacement for QT or GTK for sure.

It's also not clear even from their own website.

From reading this, it's looking to me like it's a sort of unified API above GNOME and KDE that apps can plug into. Not a toolkit like QT or GTK.

So, for example, you write a KDE program and it still is a KDE program, but if you are running GNOME it can automatically interact with special features (like, say making a system icon the taskbar) of the GNOME desktop without having extra specific code in the program to say "umm check and see if you are running under GNOME and behave like
a GNOME prog not a KDE prog.

Might make things like workrave (www.workrave.org) easier to code.

That's my take. What do you think?
