Yes and no.
I do believe you are being a bit critical, but I also think it's ok to be a little sceptical. I use Windows and Linux everyday (and also quite like MacOS, too), and of course find ups and downs in all these operating systems.

What I think is happening more here is that Microsoft "may" be starting to change their tune with respect to open source, but by doing that I think they realize that they have to build up relationships with certain open source groups. To be included in, and gain understanding in the open source "way of thinking".

These are things that will obviously not happen over night, and because there is a large anti-Microsoft foundation in open source, they will have to work at gaining the trust of open source developers and groups.

Just a possibility...
