Off the top of my head: the CIA, certain FBI groups, and several members of Homeland Security all use Notes. As it was explained to me: only Notes is written to fit their split-security, can't store general, classified, secret and top secret in the same database, model. Seven banks and several financiers also employ Notes, though at least two of those banks, in my memory, are moving to Exchange. And, of course, IBM eats their own dog food.

There's enough market to keep updating and selling it, so someone must be using it - sucky interface and all.
