Having an open document format is nice for governments. It provides a level playing field for bids. I'm not sure Microsoft grasps that (some) government bodies have been not happy at not being able to have vendor neutral bidding up until around about now.

That aside, people have already apparently created a plugin for Office that enables working with odf files. I don't know how good or complete this is, but it's most certainly worth a look.
