Different uses. Java will be forked !!
Apache hasn't been forked...because of its use. Apache is transparent. Few people care about or even know it exists. Apache is still the domain of the technical IT professionals.

This is not the case with Java. Java is mainstream. It is being taught in Universities, it is used in businesses. It is used at a level where it is obvious and apparent. Companies will bend it to suit them. Companies will change things they don't like.

Apache runs silently and unobtrusively in the background. Plain talk, few people care what it does, just that it does it. (And it does it well). There is no benefit (financial) to be gained by forking Apache. There will be some benefits to be derived by organisations modifying Java. And that is bad for developers.
