The promise to open source Java was accompanied by the statement that Sun was waiting to determine how to best do so.

I expect that part of their concern is increasing the vulnerability of Java to IBM.
Choices are difficult when the competitor most likely to defeat one's company is also one's colleague in significant areas of the business.
