The key issue is how much in-house IT is expected to do.
Integrating software from different companies is more difficult than keeping a pre-integrated package running, for example.

When Steve Ballmer was asked by IT sections to explain to CEOs how well and cheaply integrated software can work to improve productivity, he was defending IT sections from IBM's outsourcing approach.

Though it initially seems counter-intuitive, integrated software packages may be IT sections' best chance for self-preservation.
