It depends on the quality
I would use more open source tools in development efforts if they would stop looking like Heathkits (if you remember what those were). Every time we try to do any serious development with open source tools we end up needing to debug the tools before we work on our own code or reverse engineer the tools because the documentation is poor or non-existent. You may not pay money for open source code, but you often pay with your time and if you place any value on your time then you can't call it free software. At least with closed source software the documentation is better prepared and software is better maintained, it makes it a lot easier to make acturate projections of the resources that are required to complete a project.
