You can buy it at CompUSA and other outlets. The sale is not
restricted.

I don't believe that Apple sells any apps preinstalled except
those that are normally included on the machine. You can add
any programs (Apple or other) sold at Apple's online store at the
time you order a mac and they'll ship you the install disks.
