You got that right.
That would be like GE mandating to the gov't, all of their designs to be the only standard that jet engines must meet. If Pratt & Whitney came out with a design that is superior in fuel consumption and thrust, it wouldn't be allowed to get a military contract. "You embraced and extended our design and didn't get the permission of the standards body". Thinking to oneself; Besides you are costing us money to retool to adopt your design. "Let's vote to do some testing for the next 5 years on cost analysis (buying time) and projected life expectancy to see if it is worth it. All in favor...".
