Key difference
I blame MS for not getting what they want out of ODF because they did not participate in the ODF standards committee, so likewise I will blame IBM for not getting what they want out of MS XML because they will not participate in the MS XML standards committee.

The key difference is that the ODF committee invited Microsoft to submit an original proposal -- no constraints. Microsoft declined, but there was no limit to the amount of technical contribution that they could have made.

ECMA, on the other hand, has already dictated that their committee may not make any technical contributions at all -- those are strictly reserved to come from Microsoft.
