Look at the decision process to understand why people buy Windows.
1) What do my partneres, customers, and supliers use?

2) On what platforms to the applications I use run?

3) How can I maintain compatibility?

4) What are we familiar with?

5) What is the best OS?

Notice I put "What is the best OS" LAST. Once you answere "Windows" to 1-4, you realize that 5 does not matter.

So, there is not gun to the head, but that does not mean people are free to choose the best OS.
