Each has problems with portability
One big problem with PHP is how it is compiled. I develop web sites for small customers (aside from my full-time job) and the PHP environments where the sites are deployed may not have the same functions that my dev server does, due to omitting features like ldap, for example. Also, versions is a problem. For example, I used a glob function which was unavailable on the production server.

JSPs are not without their own problem. I've developed sites using Tomcat and ran into trouble when deployed on Websphere, although there is a standard specification. I've also ran into problems where an old JSDK won't compile my jsp's due to certain features I use.

That being said, PHP is infinitely simpler to install, configure, and use. There are some EJB features I like, but not all sites merit or require such complexity. If PHP had more app server features and was more easily extensible, I think it would be a serious contender.

For many projects, PHP fits the bill. I reluctantly agree that for larger enterprise-class projects, you need JSP, Servlets, EJB, Spring, or something to that effect.
