Java runs completely on the server too...
I think you're a little confused. Yes, Java can be installed as a plugin within the browser, and you can have a web page that has embedded Java applets. However, that's not what this article is comparing between PHP and Java. Java is a very successful server-side only techlogy. All of the dynamic HTML is product by Java programs running solely on the server.
