Of course you are right
The problem these days is that software is becoming treated as a commodity, much like underwear sewn in Asia or Mexico. Its development is being farmed out to the lowest bidder without regard for its quality or the costs it will incur when in production.

The first ingredient in developing quality software is getting quality people. All of the best practices in the world won't save your software when it is being developed by the lowest bidder, and with the current trend toward sending software development offshore to an unseen group, it is not going to get better. Once you have the right people, these best practices can work wonders.

The trend to contracting out to the lowest bidder meshes with another current trend of "maximizing short term shareholder value", or in other words, saving now to boost executive bonuses and incurring the cost of damage control later or laundering the funds across several different areas to hide the actual costs of putting substandard software into production.

Tell us Dan. Does QNX offshore any of its software development or support? If so, how do you guarantee the quality of the software?
